Jacqueline Witts
Chief Strategy Officer
Jacqueline is a brand strategy and research expert with over 22 years experience. Prior to starting Neighbourhood Strategy in 2023, Jacs was Chief Strategy Officer at Clemenger BBDO. During her 3 years there, she sat on the Clemenger Board, won countless effectiveness and creative awards. Jacs has been instrumental in developing consumer-led brand and creative strategies for some of Australia’s biggest and most loved brands including Myer, Melbourne & Olympic Parks, ANZ, NAB, Nissan, Target, HCF, Medibank, Bupa, Bendigo Bank, RACV, Schweppes, Origin. In addition to leading Neighbourhood Strategy, Jacs is a regular presenter on brand strategy to Melbourne Business School MBA students and runs ‘Strat Chats’; a strategy community she founded in 2024 and has grown to over 350 strategists.

General Manager
Kate is a respected business leader with over 20 years experience in creating strong and successful partnerships, both on agency- and client-sides. Having run the Melbourne office of global creative agency Leo Burnett, Kate has helped brands succeed through thoughtful and impactful strategy and bold creativity - recognised by the many Effies Awards she has contributed to and authored. She has led clients including HBF, City of Melbourne, Melbourne & Olympic Parks, iSelect, Transurban, Mars Petcare, Twinings, Tourism Tasmania and Honda. Kate recently completed her Mini MBA in Marketing and is a member of the mentoring initiative, The Aunties.

Josie Biggs
Strategist
Josie is a strategist with strategy experience across clients including Harris Scarfe, Anaconda, Arts Centre Melbourne and Tasmania Football Club. Joining us from the Advertising Council of Australia, Josie delivered initiatives across the ACA network; AWARD, AdSchool, Effie, IPA, Youngbloods & CPC, and supported the implementation of industry accreditation, Create Space & Ad Net Zero. Josie studied advertising at RMIT University, where she was shortlisted for Cannes Future Lions. She has completed AdSchool’s Core Strategic Planning course and more recently, a Mini MBA in Brand Management.
